Dr. David Bloom, MD PhD
Board Certified Radiation Oncologist
Doctor David Bloom is a Florida native who received his Bachelor of Science degree from the University of Florida. He went on to earn his Ph.D. in Pharmacology at Baylor College of Medicine in Houston, TX, focusing on cancer research. Because of his desire to continue his work in the field of oncology, he returned to the University of Florida to attend medical school. Following medical school, Dr. Bloom completed an internship in internal medicine at the University of Florida and was awarded the Excellence in Teaching Award. Dr. Bloom completed residency training in Radiation Oncology at University of Texas Southwestern Medical Center in Dallas, where he served as Chief Resident.
Dr. Bloom has conducted extensive cancer research which has been published in peer reviewed scientific journals. He has trained under one of the world experts in stereotactic ablative radiotherapy (SABR or SBRT), a newer technique which safely delivers higher doses of radiation in fewer treatments. This can be more effective for certain cancers, and is more convenient for patients. Along with all of Dr. Bloom’s achievements, he comes to Wellspring and our local area with a passion for patient centered care and delivering the most effective radiation therapy for cancer treatment.
Dr. Stephen Shamp, MD
Board Certified Radiation Oncologist
Doctor Stephen Shamp received his Bachelor of Science in Electrical Engineering from the University of Notre Dame. He went on to receive his Masters of Science in Electrical Engineering (MSEE) from the University of South Florida with Phi Kappa Phi Honors. He then earned a Masters in Science in Physiology from the University of Cincinnati and was bestowed the Mark A Snowdon Award for outstanding academic achievements. He then obtained his Medical Doctorate (MD) from the University of Cincinnati College of Medicine where he graduated with Alpha Omega Alpha (AOA) honors. He then completed his residency training in Radiation Oncology at Case Western University Hospitals Cleveland, where he served as Chief Resident and received the RSNA Roentgen Resident Research Award. He is author and co-primary investigator of CASE1518 clinical trial of external beam radiation therapy combined with immunotherapy in non-small cell lung cancer, and has presented at numerous scientific conferences.

Dr. Matthew Culbert, MD
Board Eligible Radiation Oncologist
Doctor Matthew Culbert earned his Bachelor of Science degree from the University of Tennessee, graduating Summa Cum Laude. He then pursued his Medical Doctorate (MD) at the University of Missouri, graduating with honors in the Alpha Omega Alpha Honor Society and the Gold Humanism Honor Society. Dr. Culbert completed his residency in Radiation Oncology at the University of Florida, where he served as Chief Resident and was recognized with the RSNA Roentgen Resident Research Award. He has led multiple grant-funded projects focused on enhancing both patient and physician education. Dr. Culbert’s contributions to the field are highlighted by his numerous publications on improving patient access to care, education, and leveraging software solutions to advance medical practice. His innovative software, utilized by radiation oncologists worldwide, has led to improved outcomes and safer treatments for reirradiation and breast cancer, as well as fostering global education in radiation oncology.
